My name is Joan Irvine, and I’m honored to announce my candidacy for Mayor of our incredible city. Redondo Beach is more than just a place to live - it’s a vibrant community that we are all proud to call home.  I’m running to serve all the people of Redondo - to make it a city that is business-friendly, efficiently run, sustainable, and a wonderful and safe place to live, work, and play.


Redondo Beach has been my home for over 18 years. I moved here because I wanted to live in a safe and beautiful beach community and be involved in its responsible growth.  I’m considered a pragmatic problem solver. My goal is to provide leadership and be a voice of reason. To address and solve problems, and to support compliance with the policies that keep our beautiful community secure.

With my ongoing commitment to Redondo, I’m an active participant at City Council meetings and with other community organizations. My involvement and observations led me to focus on key issues:

  • Economic Development

  • Government Efficiency

  • Community Safety and Protection

  • Happy and Sustainable Living.


Economic Development

We need to focus our attention on economic development to pay for necessary resources (Fire, Police, Public Works, etc.) to maintain our quality of life in Redondo. This is imperative to our daily lives.

  • South Bay Social District (Galleria): once the largest contributor to Redondo’s revenue, the City Council and others delayed important revitalization of this project. The result? Lower tax revenue for the city and a declining mall. I will support the current effort to refocus city resources on this.

  • Artesia Blvd: After decades, the city still hasn’t developed a real plan for this relevant community artery - the real entry to Redondo. Done correctly, it could be our thriving downtown. There is a concerted effort by the people and businesses in North Redondo to develop Artesia as a community hub for shopping and entertainment. This needs to be a priority.

  • AES: The result of a real lack of due diligence by the City Council on decisions regarding AES and a special interest groups’ focus on making it a wetland again or just a park has resulted in a series of expensive lawsuits for the city and a continuous deterioration of the site. Measure B would have allowed mixed-use and both recreational and business opportunities. We must take pragmatic steps to settle the ongoing lawsuits. We can responsibly develop this property before it’s even a bigger blight on our community.

  • Redondo Pier: The Pier requires more than expensive cosmetic repairs to draw our residents and visitors. But the City does not have the money to do this. We need to once again attract private investments in the Pier that help fund necessary redevelopment and City services - like our Police, Fire, and Public Works.

  • Waterfront: Passage of Measure C zoning changes has limited the possibility of attracting major revenue-producing businesses to the area. I believe we need to revisit Measure C, so we can create both a desirable attraction and a revenue-generating waterfront.

Government Efficiency

Unfortunately, Redondo Beach City Council has a reputation in the South Bay for inefficiency, a lack of clear democratic procedures, frequently reversed contractual agreements, and poorly run Council meetings. These issues only result in disenfranchising residents and creating more costly lawsuits for the city.

  • Lack of Council members having sufficient management experience limits wise action.

  • Disregard for the knowledge and recommendations of city staff creates constant delays and is a waste of staff expertise.

  • In-fighting between ‘reasonable growth’ vs ‘no-growth’ City Council factions has undermined any practical decision-making. 

I will use my years of facilitating diverse groups of people to create a more harmonious City Council and focus on what is best for Redondo’s economy and community. My leadership will provide a practical, realistic City Council process that increases efficiency, with orderly meetings that follow regulations and reduce unnecessary litigation. We need to make progress for a change!



Community Safety and Protection

I support maintaining the independence of Redondo’s excellent Fire and Police Departments. It is vital to our community and important to our residents’ peace of mind.

  • I voted for Measure FP to fund the needed renovation of their facilities.

  • I support the positive community outreach programs: Neighborhood Watch, Volunteer in Policing and Quality of Life

  • I took an active role in advancing e-bike regulations to protect our residents’ safety.



Happy and Sustainable Living

  • I’m committed to Redondo as an ideal place for ALL residents to live and age.

  • I support the principles that gave Redondo its excellent (and property value-enhancing) ‘Blue Zone City’ designation as a healthy community -  especially for seniors and children.

  • Continued support for our useful and active community senior and recreation centers.

  • We need more affordable housing so our residents, those who live and work here, can afford Redondo. So seniors, adult children, and grandchildren don’t have to leave their families and community.

 I’m committed to a more business-friendly Redondo Beach that balances stable economic growth and jobs to ease the tax burden on homeowners and renters, while keeping our small-town beach vibe.

Now...Why Me? Joan Irvine Answers...

I’m not here to be a career politician. I’m here to be a public servant. I understand the concerns of everyday residents because I’ve lived them. I’ve walked The Strand, supported our diverse culture and schools, and shared the same frustrations when things don’t get done. With over a 50 year career, I’ve gained the experience and knowledge necessary to serve the residents of Redondo.


Joan's Life Experience

I’m a graduate of the University of Kansas; B.A. Psychology and Human Development. I was an early adopter of technology as a programmer analyst at Bell Labs. I worked, with increasing responsibility, for large national corporations; L’Oréal and Automatic Data Processing in marketing, sales, and client retention.


 For 25 years, I was the CEO of international associations whose mission was online safety and protection of children. I worked directly with Senate and Congressional staff, global foundations, law enforcement (FBI, INTERPOL, DOJ), leading technology corporations, and non-profits,  all focused on online safety and security.  


At both the Association of Sites Advocating Child Protection* and the International Foundation for Online Responsibility, I spearheaded the development and monitoring of internet-related policies and award-winning technology. I also was responsible for budget control and fundraising.

Honored by the American Society of Association Executives (ASAE) for ASACP’s ‘Restricted to Adults’ website filtering mechanism with the 2008 Associations Make a Better World award as the overall Winner in U.S./Developed Nations Category and the 2008 ASAE Associations Advance America Honor Roll.

 Since then, I’ve worked as a marketing consultant, focused on senior health and services.


 In 2008, I was recruited by Leadership Redondo, a program to develop our community leaders. I was selected as a public representative for No Way Measure A for the protection of the private property rights of AES, the power plant. I supported Measure B, which would have allowed mixed-use development of that property.


I am a proud of founder of “Keep the Esplanade Beautiful” in 2013. An environmental nonprofit whose mission is to engage residents and organizations to maintain this important recreation area for our community through monthly cleanups and events.


The Redondo Beach Chamber named us the 2024 Nonprofit of the Year, and the West Basin Water District awarded us the Certificate of Recognition. Keep the Esplanade Beautiful honored me with their first Community Impact award.

I will work tirelessly to bring people together, foster transparency, and make sure every resident, young and old, has a voice in shaping our future. From the beautiful shores of our coastline to our bustling neighborhoods and small businesses, this city is filled with potential and promise.

Why would I vote for anyone else? I have worked with Joan for almost 10 years, in several arenas. She always DOES WHAT SHE SAYS SHE WILL DO (which is RARE these days)! Joan is an upstanding and ethical candidate, who sees tasks through to the end. She is not egotistical and gives credit where creidt is due. She is the wise candidate; she makes good choices based upon her years of experience, after considering every ramification and trajectory. She always solicits the opinions from every side.
